Because he knew they didn’t in fact win. Also Pence had no authority to not certify the election results. You can not be the ones in power and make moves to keep yourself in power. That’s not how the constitution works. The fact is Trump lost a free and fair election. Pence had neither the authority nor ability to do anything but count the CERTIFIED election results turned in by the states.
