BJP has the highest chance of formation of the government in Maharashtra, because any government without the participation of BJP, the largest party will be short lived. Also Shiv Sena will not fit into things with Congress and NCP, which are just the opposite ideologically. BJP can form a minority government with the support of the independents and still survive with issue based support from the opposition or because many among the opposition do not want to face another election or the opposition do not want to be called a wrecker of the government. Shiv Sena too may surprise by forming a coalition with Congress and NCP or with outside support from Congress and NCP. Neither of these two will last long. However the third option of BJP with Shiv Sena too may happen which will be lasting if both sides finds a via media in their demands and understandings. This coalition will complete the term.
